Justin Bieber chased by paparazzi, appeared to be going 80 mph, Zine says Justin Bieber, who was stopped and cited Friday for driving in a "reckless manner" on an L.A. freeway, may have been chased by the paparazzi. CHP officers reported seeing at least one other car chasing Bieber, but that vehicle fled the scene when the singer was stopped. Los Angeles City Councilman Dennis Zine, who called 911 to report the incident, said he saw paparazzi pursuing Bieber on the 101 Freeway in the San Fernando Valley. The singer cut from the fast lane to the slow lane and even onto the shoulder before the California Highway Patrol pulled him over, Zine said. Zine said Bieber admitted to driving 80 mph.
